PACT Home Repair Program

Creating a healthy, financially, and environmentally vibrant neighborhood is a goal shared by PACT, and all of our community stakeholders. This home repair grant is designed to improve the homes and create vibrant corridors in the PACT geography. These home improvements are free and may include structural or cosmetic repairs.

A few things to know and consider

    • Helping the Project Manager inspect the house and point out problems to develop the scope of work/work specifications during the initial inspection.

    • Providing authorization for contractors to complete the home repairs.

    • Permitting the contractor to use, at no cost, existing utilities such as light, heat, power, and water.

    • Inspecting and approving, with the help of the Project Manager, work performed by contractors.

    • Working with contractors and the Project Manager to settle disagreements (if any) during the job.

    • Approving requests for payments to contractors.

    • Calling or writing contractors to ask them to correct problems covered by contractor warranties during the first year after the home repairs has been completed.

    • Conducting an initial inspection of the home to determine what repairs will be completed.

    • Writing up the scope of work/work specifications detailing the list of exact items that will be repaired.

    • Sending invitations to bid for project to contractors approved to work on the program participant’s home.

    • Opening bid proposals turned in by their contractors and selecting the contractor to complete the home repairs.

    • Preparing the contracts that program participant and contractor will sign to permit the work to be completed.

    • Holding a meeting with the program participant and contractor where contracts are signed.

    • Inspecting the completed work to ensure it has been done to industry, local and PACT standards.

    • Processing the final paperwork and requests for payments to ensure payment to contractors for work completed.

    • Taking photos periodically to document home repair and program process.

    • Not all the work that the program participant wants done can always be done.

    • Do not expect your home to look like new when the work is complete.

    • It can sometimes be stressful living in a home while a contractor is performing work.

    • Homes always need improvements. It would be a good idea for program participants to set-aside a few dollars – $20 or whatever is best for you, something is better than nothing – to help cover the cost of future repairs and maintenance.

    • Try to plan for someone to be at home while the contractor is working, questions may come up.

    • Prepare your home for repair. Remove lawn furniture or decorations that may be in the way of workers.

    • Review the scope of work/specifications with the Project Manager.

    • Understand what work is to be included in your contract. Check with your Project Manager if there is anything you do not understand.

    • When the work starts, follow its progress, along with the Project Manager.

    • Expect the unexpected. In most cases, changes and improvements will be new and exciting to you. However, unforeseen problems may be encountered during work which may require a change in plans. Be prepared. Ask questions. Be flexible.

    • To avoid confusion, one household member should be delegated as the spokesperson to discuss problems or questions with the contractor and Project Manager. Remember final responsibility for the work rests with PACT through the Project Manager.

    • Try to stay out of the construction/work area. This will help prevent injuries and give workers space to work.

    • Stop problems before they start. If something is not going the way you think it should, speak to the contractor or your Project Manager and get an acceptable explanation. This will help to correct the problem before it goes too far.

    • Discuss changes for substitutes with your Project Manager. Changes cannot be made unless they have been approved by you, the contractor and PACT staff. All changes must be in the form of a written Change Order.

    • Keep a good relationship between your household, contractor, and Project Manager.

    • All work will be inspected by the Project Manager and applicable code inspectors before any payment is approved.

    • Remember that all work is guaranteed, warranty for one (1) year.

PACT has engaged Epiphany Consulting LLC to facilitate this home improvement grant program and serve as the Project Manager. Epiphany Consulting LLC will manage contractors in collaboration with eligible homeowners.
